ABSTRACT
Whether the global economic integrity or the policy background of the whole country in 2007, the dominant factors influencing regional development have been noticeable, and regional developemnt emerged great and notable changes. In different areas, regional development appears different conditions, and its reflection and counter strategies change with the background. This book is arranged according to different regions, so as to stress the transforming thoughts and development characteristics of different regions. The Comprihensive Chapter gives a summary and forecast for the background and trend of regional development in 2007---2008.
The regional development strategy in China began from the eastern part has gone into a changing period of regional overall development in 2007. This book stresses the three lines of the change according to the practice and theory of different regions. First, the middle and western region, under the guide of overall regional development policy, defined its chief function and posively bore the transform of industries in eastern region, further promoted the reform and open policy, especially in the urban and rural overall development, and finally became a testing area of important policies affecting the future development of China. We can say that the middle and western region is seeking a way suitable for its own development. From the point of development style, this change has its characteristics, and this change gave impetus to reduce the gap of development between the middle-western and the eastern regions. Second, the eastern part has begun to strengthen its economic strength and to divert the export-oriented economy to open-style economy which harmonizes to the progress of globalization. The Yangzi River Delta and the Pearl River Delta, adopting export-oriented economy in 1980s, began to further the reform and open so as to promote the change of their total industrial structure. Although the change was very difficult, there has seen a new vista. The region around the Bohai Sea grasped the opportunity of changing the industrial structure and arose abruptly. The change of industrial structure in the three areas of eastern region has their own characters, but the theme of these areas in 2008 will be the part of world economic development stream characterized by changing “Made in China” to “Created in China” driven by self innovation. Third, try every effort to save energy and reduce discharge. It’s emphasized on energy saving and reducing discharge in 2007 while promoting the adjustment of industrial structure and quickening economic development.
Three modes put forward in this book merit attention: one is industrial structure adjustment mode in Beijing; another is circulatory economy mode symbolized by industry-oriented cities and towns in Tianjin Binhai New District and Jiangsu Taixing; the other is developing energy saving and reducing discharge and ecological harness concurrently mode in western region. The changing character of energy saving and reducing discharge in 2007 indicates that environmental protection in China has begun to change the control of worsening trend of pollution to comprehensively improving the quality of environment, environmental protection in China has come to a new era.
